SpaceX Starlink launches to debut rideshare capabilities next month

SpaceX Starlink launches to debut rideshare capabilities next month

According to SpaceX and customer Planet, the company will start offering Starlink rideshare launch opportunities as early as next month, opening up space for other companies, space agencies, and individuals to get their payloads into space.

SpaceX’s decision to co-opt its own Starlink missions as a vehicle for rideshare payloads is perhaps one of the most interesting strategic moves in the smallsat launch ecosystem in awhile. Announced in early-August 2019, SpaceX’s Smallsat Rideshare Program effectively marked the company’s entrance into the burgeoning smallsat launch services industry. Rather than the launch industry proper, the services industry focuses on finding ways to put tiny satellites on rockets that would normally be far too large to serve as a practical solution. By finding multiple customers and wrangling with their different schedules, spacecraft, and requirements, dozens of smallsats can be launched in such a way that it’s actually worth a large launch provider’s focus.

In the past, SpaceX famously worked with Spaceflight to launch the SSO-A mission in December 2018, using all of a Falcon 9 rocket’s performance to place 64 small satellites in orbit. After many, many delays and numerous planned customers still missing the launch, both Spaceflight and SpaceX came away with the conclusion that a fully dedicated smallsat launch at the scale of Falcon 9 was simply not a practical approach to the problem. Instead, spreading the ~120 satellites originally manifested on SSO-A over 3-6 smaller missions would be far more sustainable for all parties involved. With SpaceX’s Starlink rideshare strategy, the company may have done exactly that.

Each weighing about 115 kg (~250 lb) each and standing roughly the same size as a large mini-fridge, Planet has broken the news that three of its SkySat imaging satellites will fly on SpaceX’s ninth dedicated Starlink launch. Known as Starlink-8 in reference to it being the eighth launch of finalized v1.0 satellites, the mission is scheduled to launch no earlier than June, likely 3-4 weeks after SpaceX’s 8th Starlink launch (NET May 17).

After Starlink-8, Planet will include another three SkySats on an unspecified Starlink mission, also scheduled to launch sometime in Q3. Once complete, the earth imaging company’s fleet of high-resolution (~0.5m/px) observation satellites will be 21 strong,

One of the most recent Skysats launched is pictured here in October 2018. (SSL)
Included in Planet’s press release was this SkySat image of SpaceX’s LC-40 pad with a Falcon 9 rocket vertical, captured in “2020”. (Planet)

Until SpaceX or its rideshare customers choose to release photos or offer up details, it remains unclear how the company’s Starlink rideshares will work from a technical perspective. Thanks to SpaceX’s extremely unique method of stacking and deploying each batch of 60 Starlink satellites, there will be a combination of challenges and benefits to grapple with. Because of Starlink’s flat, rectangular satellite design, a lot of space inside the Falcon payload fairing they occupy is left empty.

Although SpaceX’s Starlink satellite packing is unprecedentedly efficient, it still leaves a lot of the payload fairing unused. (SpaceX)

There’s a slight possibility that smaller satellites and their deployers could fit in the triangular gaps left at the bottom of Starlink stacks, but it’s unlikely that Planet’s relatively large (on the scale of smallsats) SkySats would fit in the constrained space. That leaves the large conical section left unused at the top of each Starlink-dedicated payload fairing. Given that SpaceX spins up Falcon 9’s upper stage and releases Starlink satellites like a deck of giant ~260 kg (~570 lb) cards, it’s highly unlikely that rideshare passengers could be deployed after the main Starlink deployment event.

60 Starlink satellites depart Falcon 9’s upper stage and prepare for solar array deployment and orbit raising. (SpaceX)

That leaves some kind of solution that mounts rideshare payloads on top of the stack of satellites. The most likely solution would involve somehow attaching a satellite deployment mechanism to the tensioning rods that hold the Starlink stack together and are ejected to release all 60 spacecraft at once. If that solution is possible, Falcon 9 could deploy rideshare payloads, spin up, discard the structural rods and deployers in one go, and eject all 60 Starlink satellites with having to tweak any of the spacecraft or change launch operations much at all. Regardless, it will be interesting to see how SpaceX has solved its unique deployment problem.

Over N30 Billion Was Recovered Through Tips From Whistle Blowers – EFCC Reveals

The Acting Chairman of the Economic and Financial Crimes Commission, EFCC Ibrahim Magu, says more than N30 billion looted funds have been recovered since the commencement of the whistle blowing policy.
“Since the commencement of the whistle-blower policy, we have received hundreds of actionable tips that led to the following cash recoveries: N527, 643,500; $53,222,747; GBP 21,222,890 and Euro 547,730,” Mr. Magu said on Thursday at the launch of the whistle-blower support project.
Tagged ‘Corruption Anonymous’ (CORA), the project is being organised by the African Centre for Media and Information Literacy, AFRICMIL, in partnership with the MacArthur Foundation.
In a speech at the event, Mr. Magu said the EFCC has created an environment for those with information to approach the Commission, confident that the information they give would be put into effective use.
Thursday’s speech comes about two months after Mr. Magu some of the tip-offs passed to anti-graft detectives by whistle blowers were leading nowhere.
The EFCC chief, however, explained his stance at the event.
“I am glad to report that Nigerians have so far been very responsive. We have always treated every tip referred to us with strict sense of responsibility bearing in mind that such undertaking on the part of the whistle-blower is usually a matter of trust and even risk.
“At the same time, we have been careful not to be used by mischief makers who would want to abuse this process.
“Let me reiterate that just as there is consequence for corruption, there will be consequence for those who want to take advantage of this noble initiative in the fight against corruption to create mischief. We have responded to this possibility by developing a water-tight mechanism of both reporting and cross-checking information.”
He commended the initiators of the project, adding that “through this window, we have seen many Nigerians whose motivation was not just to benefit from the recoveries, as promised by the federal government, but the satisfaction of having to see that what was ill-gotten has been recovered for the good of all.
“Those in this category were motivated by their sense of justice and overriding national interest, not the financial reward. We urge more Nigerians to borrow a leaf from these patriotic individuals.
“President Muhammadu Buhari during his October 1 national broadcast highlighted the Whistle-Blower Policy as one of the administration’s new institutional reforms to eradicate corruption in Nigeria,” Mr. Magu said.
In his speech, Chido Onumah, Co-ordinator of AFRICMIL, said the anti-graft war has recorded a huge success through the whistle blowing policy.
Mr. Onumah said going by figures from the Presidential advisory Committee Against Corruption, PACAC, 2,150 tips had been received by the Ministry of Finance.
Despite the success recorded, Mr. Onumah said the policy still lacks proper awareness among Nigerians.
“Take a walk around town and ask Nigerians, chances are that nine out of ten would not have heard about the policy much less have any idea of how to submit tips.
“The second thing is the glaring absence of commitment to the safety and protection of whistle blowers. Most of those who are reported are often left to walk free and never invited for questioning, much less suspended from office as the public service rules recommended.”
While urging Nigerians to key into the whistle blowing policy, he said the CORA project is geared towards creating awareness and ensuring maximum protection for whistle blowers.
President Buhari announced the policy in December 2016. It encourages citizens to inform law enforcement authorities about suspicious activities of public treasury looters.
A maximum five per cent of the recovered sum was earmarked as reward for the whistle blower as part of the policy. In June, government announced payouts of N375.8 million to 20 whistle blowers.

JAMB Reveals When Change Of Courses, Institutions Will End (Find Out Here)

The Joint Admission and Matriculation Board (JAMB), has said it would only close the change of courses and institutions procedures only when the 2017/2018 admission is concluded.
Speaking in an interview with the News Agency of Nigeria (NAN) on Monday, JAMB’s Head of Public Relations, Fabian Benjamin, said it was wrong for any student to observe that the board would close the change of courses and institutions procedure soon.
He advised candidates to avoid panic, but take time to make decision that is suitable for them, to secure admission into higher institutions, as the procedure is continuous and the commission is not ready to close the procedure until admission has been concluded.
“This is so because there are moments whereby candidates who chose particular institution will not have opportunity there and another one will want to offer them admission.
“If closed it will be difficult to access such offer, all candidates need to do is go back to the portal and make changes to those institutions and access available opportunities.
“We want to avoid a situation whereby candidates will have multiple admission and will take one and be denied that opportunity.
“When we do that statistics will be strengthened; if candidates choose the University of Lagos and later consider Yaba-Tech the statistic will reflect the second choice.
“So that when we are giving account of admission of a candidate, we will be able to provide accurate statistic and not distorted data we have been dishing out before.”
He said that the change is imperative for candidates who made mistakes while choosing courses they want to study or the institution or university they want to apply to.
Benjamin explained that the process of change of courses and institutions could be done with the payment of N2, 500 in JAMB Computer Based Tests (CBT) centres and at other approved centres.
He, therefore, advised candidates who wished to change their choice of course or institution to think properly, before doing so to avoid irregularities.
He also added that the board would hold the policy committee meeting on Aug. 21 and Aug. 22, to determine cut-off points for admissions this year into various courses and tertiary institutions.
He further said that the decision for the cut-off points for admission would be decided by Vice-Chancellors of universities, Rectors of Polytechnics and Mono-techniques and Provosts of Colleges of Education.

Not APC senators meeting the president but the Senate meeting him and have a conversation on the future of Nigeria.

Parents Now Donating Their Daughters To Boko Haram For Bombing Missions – Nigerian Army Cries Out

The Nigerian Army has appealed to religious, traditional and community leaders, and well-meaning Nigerians in the North-East, to dissuade their people from donating their daughters to Boko Haram for indoctrination and bombing missions.
The army spokesman, Brig.-Gen. Sani Usman explained in a statement on Saturday that the appeal became necessary following revelations by some intercepted female bombers during interrogations.
“It was discovered that most of these hapless minors were “donated” to the terrorists sect by their heartless and misguided parents and guardians, as part of their contribution to the perpetuation of the Boko Haram terrorists’ dastardly acts against the Nigerian society and humanity.
“The acts of these parents and guardians are not only barbaric, but condemnable and unacceptable.
“Nigerians have a responsibility and obligation to collectively mould our children and wards and define a better future for them rather than condemning them to death by the criminal Boko Haram terrorists and their sympathisers through bombings,” Usman said.
He urged the people to be more vigilant, security conscious and report any suspicious persons or those whose daughters or female wards are missing or have not been seen recently.
” You can report by calling 193 on any network.
“The public is also reminded that the Nigerian Army’s offer and reward of the sum of Five Hundred Thousand Naira (N500,000.00) to anybody that provide information about bombing, is still valid,” he added.
The attack comes at a period the Army was given a few days to arrest Abu Shekau, a factional leader of the terrorist group.

Shocking!! EFCC Recovers N329BN From 9 Oil Firms (Details)

The Kano Zonal Office of the Economic and Financial Crimes Commission, EFCC, has recovered a total sum of N328,988,296,990.62 from nine major oil marketers across the country.
The nine major oil firms include NNPC retails, Conoil Plc, Total Plc, OVH Energy Plc, Oando Plc, Forte Oil and Gas Plc, Mobil Plc, MRS Oil Plc, and NIPCO Oil Plc .
The recovered amount is for products collected from the Nigerian National Petroleum Corporation, NNPC, and its subsidiary, Pipelines and Products Marketing Company, PPMC, without payments as at when due.
The EFCC achieved such feat by acting on a petition accusing officials of the NNPC and PPMC of conniving with major oil marketers to divert the sum of N40 billion belonging to government.
In a Statement made available to Vanguard, the EFCC said it referred the petition to a special task force which swung into action uncovering that the oil marketers were actually indebted to the federal government to the tune of N91,519,485,204.44 between 2010 and 2016.
“Further investigation into the allegation also revealed that the oil marketers had continued to obtain petroleum products from the government without proper payment in violation of the NNPC/PPMC credit facility regulations. “The probe of the firms led to the discovery of N258,928,926,351.93 being the amount they held back from the oil corporation. “Following the latter discovery, the total amount of debt which was due the government oil agency stands at N349,818,411,556.37.
“Upon the conclusion of the preliminary investigation, officials of NNPC/PPMC and all the managing directors of the concerned companies which are NNPC retails, Conoil Plc, Total Plc, OVH Energy Plc, Oando Plc, Forte Oil and Gas Plc, Mobil Plc, MRS Oil Plc, and NIPCO Oil Plc were invited to the Kano Zonal Office of the Commission where their statements were recorded following which the recovery process commenced. “So far, a sum of N328,988,296,990.62 has been recovered from the major oil marketers. “The outstanding debt now stands at N20,765,919,869.48,” EFCC said.

196 Manufacturing Companies Shut Down Their Operations In 2 Years Due To The Biting Recession

Figures coming from MAN shows that about 196 manufacturing companies closed down during the recession due to harsh operating environment.  Despite several efforts by the Federal Government to cushion the effects of recession on the economy, recent figures from the Manufacturers Association of Nigeria (MAN) have shown that about 196 manufacturing companies shut down their operations in the last two years due to the biting recession.

This represents over 300 per cent increase compared to 45 companies reported to have closed down last year in the first year of the present administration. Figures coming from MAN shows that about 196 manufacturing companies closed down during the recession due to harsh operating environment. Last year, in the heat of forex restriction, MAN stated that over 45 companies were shut down as 220 Medium and Small Scale Enterprises (MSME) closed down while over two million jobs were lost. In the same vein, the association said this resulted in a huge financial loss of about N62.184 billion.
According to MAN Director of Economic and Statistics Department, Oluwasegun Osidipe,

Quote
“a quick survey of MAN members and with data provided for foreign exchange losses as at the end of 2016 indicated about N62.184 billion was lost.”

The association explained that the closures and the job losses could be attributed to the unfavourable operating environment in which forex component and cost of power generation played prominent roles.

MAN stated that the share of energy cost to total cost of production in the sector is estimated at 36 per cent, which is one of the highest in the world.

Quote
“MAN survey shows that member-companies estimated annual expenditure on alternative energy source was N129.95 billion in 2016 from N58.82 billion recorded in 2015. If this amount is aggregated with billions that are paid to Discos annually, expenditure on electricity by our members, no doubt, is colossal,”
Osidipe noted.

The statistics from the association said for years, electricity supply to the manufacturing sector has been abysmally poor with an average of seven hours supply and seven outages per day.
It added:

Quote
“Strangely, despite the paucity in electricity supply, tariff has been increasing leading to huge amount being paid to Discos by our members on monthly basis. Our members have for long resorted to self-energy generation notwithstanding the associated huge cost.”

The association noted that the high cost of energy has been responsible for the poor competitiveness of locally manufactured products in the country, which largely has contributed to the closure and other challenges in the sector. It added that the challenges of high inflation, dearth/high cost of borrowable funds and acute shortage of forex made the operating macroeconomic environment in first half of 2016 very unhealthy for manufacturing.

It, however, noted that MAN’s resilient evidence-based advocacy on the need to prioritise forex allocation to the manufacturing sector yielded desired result when the Central Bank of Nigeria (CBN) responded positively with the 60 per cent preferential forex allocation to the sector in the second half of 2016.

Quote
“Even though the preferential forex allocation was removed vide the forex policy of February 21, 2017, the CBN has promised to continue to accord the manufacturing sector strong priority in forex allocation,”
the association said.
MAN said the preferential forex allocation regime brought life back into the sector as manufacturing activities were galvanised leading to an improved performance in the first half of 2017.
“For instance, estimate from MAN surveys shows capacity utilisation increase to 59.18 per cent in the second half of 2016 from 49.64 per cent of the corresponding period of 2015 and 44.3 per cent of first half of 2016. Similarly, local raw materials’ utilisation increased to 59.98 per cent in the second half of 2016 from 51.88 per cent of the same half of 2015 and 46.3 per cent recorded in the first half of 2016.
The survey further said that manufactured products increased to N5.02 trillion in the second half of the same year from N4.21 trillion of the same periods in 2015 and N3.76 trillion recorded in the first half of 2016 as a result of the increases in capacity utilisation and local sourcing of raw materials.

While urging the government to continue to make forex available to the sector, the Organised Private Sector (OPS) said that Federal Government may need to reconsider its position on the partial privatisation of the electricity sector, if the country wants to have regular power supply to salvage the economy.
The Nigeria Employers Consultative Association (NECA), said corporate consumers are at the receiving end of the ineptitude of the electricity sector. The Director General of NECA, Segun Oshinowo, said the corporate citizens are having serious challenges, which he said affects business adversely.

Gov. Ambode Says Badoo Are Not Ghosts, They Are Human, Promises To Full Them Out

Lagos State Governor, Akinwunmi Ambode on Thursday disagreed with the claims that the dreaded cult group, Badoo, are invincible.
The governor, who spoke at the commissioning of a fire station in Epe area of Lagos, Southwest Nigeria said the members terrorizing the Ikorodu community are not spirits and must be tracked down.
He, therefore, charged traditional rulers, especially in Ikorodu to wake up by helping the government to beef up the high rate of kidnapping and Badoo menace in the state.
According to him, the Lagos State government is seriously concerned about rampaging cases of kidnapping and Badoo menace in the state and they are wholeheartedly committed to the safety of lives and properties in the state.
“I just want to assure Lagosians that we are doing everything possible.
We don’t run the government on the pages of the newspapers, and that’s why you see that we do not make comments on the newspapers, but we are trying as much as possible to make sure that we get these children back safely which is more important for us and also make sure that we tighten the security in our waterways to make sure that we support the security agencies in ensuring that the right things are done and then we keep pace,” he said.
Ambode said intelligence reports had it that some of the baales colluded with kidnappers to kidnap people in remote areas.
In his words:
“This is also a good opportunity for me to say this since the majority of our traditional rulers are here. We just want to pass a message to say that we need to come together and ensure that we speak to all our baales in the communities that we are having issues and also in Ikorodu to say that we must speak to ourselves.
“We have intelligence here that some of these things are coming from within and our Kabiyesis and Obas need to do something as quickly as possible to arrest this decadence that we have here.
“As far as the Badoo case is concerned, I don’t believe that it has anything to do with a disappearing ghost. I don’t also believe that the rituals can be taking place, without some people not being behind it.
So, I challenge all our Kabiyesis and all our traditional rulers and Baales, we must arrest this situation as quickly as possible and show that traditional value that we have always been known for and then we would continue to support you.”
However, the governor said the fire station was being commissioned to enhance the safety of lives and properties in Epe, adding that his administration would deliver more fire stations across the State.

Good News: Prices Of Diesel To Crash Nationwide As Nnpc Issues New Directive

The Nigerian National Petroleum Corporation (NNPC) has said that the price of diesel will crash across Nigeria by 42%.
The corporation said the fall in diesel price can only be attributed to a recent strategic intervention by the NNPC.
In a statement signed by Ndu Ughamadu, the group general manager, NNPC public affairs division, the corporation said Automotive Gas Oil (AGO) popularly known as diesel has maintained a downward price in Nigeria.
Ughamadu said a survey by the NNPC showed that Mega stations across the country sold diesel for as low as N155 and N160 per litre.
He also said the major independent marketers in Port Harcourt sells as low as N150 per litre.
“The Manager of a fuel retail station in Abuja, Ibrahim Isah, said the station had to reduce the selling price to N165 per litre in line with the prevailing market situation in order to sustain the turnover of the business.
“An independent marketer in Makurdi, Innocent Abbah, said the going ex-depot price of diesel from tarmac or local private depots is N155 per litre,” Ughamadu said.
However, the situation is slightly different in Asaba and Warri in Delta State and Uyo in Akwa Ibom state where most independent fuel stations as well as major marketers sold the product for N180 per litre,” he said.
Reported that the NNPC was on May 25 scrapped by the Nigerian Senate.
The Senate’s scrapping of the NNPC followed the passage of the Petroleum Industry Governance Bill.
The Senate also recommended the establishment of three new agencies to effectively manage the largely troubled oil and gas sector in Nigeria.

Why Nigeria Keeps Having Bad Leaders – Pat Utomi Tells

A chieftain of the ruling All Progressives Congress and erstwhile presidential candidate, Pat Utomi, has blamed corruption in the political process for the emergence of bad leaders in the country.
He also condemned the nomination process of political parties in the country as regressive.
Utomi, a professor of political economy, stated this during the weekend in a chat with the media.
He said: “Everything is affected; that we have bad leaders in our country is partly corruption because the political party process is a corrupt process.
“Because it’s corrupt, people who are natural leaders or have the capacity to lead don’t emerge from the process, and because they don’t emerge, the kinds of people who come out ensure that we’re going through this vicious cycle, back and forth, a lot of motion with no movement or progress.”
According to him, one of the best admired ways of changing a system is to change its culture.
“In change management, culture change initiatives are called programmatic change efforts. The truth of the matter is that less than 30 per cent of the major programmatic change efforts in corporations around the world truly succeed. Yet, it’s still powerful that that 30 per cent is worth the efforts at culture change.
“I can think of a number of additional approaches we could throw into what the government has deployed. However, I think it is not fair by looking at what seems to be institutional pushback and therefore conclude that the effort is not worth it. It was and is still worth it because, if we don’t, corruption will kill Nigeria,” he added.
Utomi further maintained that the anti-corruption war remained an important project that every Nigerian needed to buy into and uphold.
He said, “I do believe that the government, in spite of the apparent challenges,
has done a lot more than often appears on the matter. If you realise that the fundamental thing that has bound those who have run Nigeria for more than a generation is the democratisation of corruption, you will realise how deep-rooted the problem is.
“So, one must pay tribute to people who recognise that it is a cancer and want to excise it before metastasis consumes all of us. However, in dealing with this problem, it would be short-sighted to assume that it would be easy sailing. As they say in the cliché, when you fight in corruption, corruption fights back.”

SHOCKING!! FG Plans 5-year Jail Term For Nigerian Celebrities Who Evade Taxes.

The federal government has fine-tuned plans to punish and possibly jail entertainers who evade taxes after the nine-month grace period set out by the recently launched voluntary asset and income declaration scheme (VAIDS).
TheCable learnt that for 15 months, the federal government via various agencies and departments, to include the private sector, has been gathering information on tax compliance of many celebrities and high net worth individuals in the country.
“Highly qualified” agents of the federal ministry of finance have worked with the banks, Nigeria Financial Intelligent Unit (NFIU), bureau de change (BDCs), Corporate Affairs Commission (CAC), to monitor the degree of tax compliance of many celebrities and high net worth individuals.

Following massive revelations, the government launched VAIDS, a scheme that allows these celebrities and other Nigerians to declare their assets and income, and pay necessary taxes without interest, penalty or investigation.
TheCable understands that the scheme, which will run for nine months, is a grace period for the celebrities to make amends of face the full wrath of the law, which could include jail term of up to five years.
For celebrities with houses in exotic locations worth millions of naira, and a tax record not consistent with the value of the property, the goverment advises that such celebrities “complete form VA1” and clarify sources of income for the house and pay necessary taxes within July 1, 2017 and March 31, 2018.
Celebrities who do not take advantage of the scheme risk “up to five-year imprisonment, get severe extra penalties: up to 100% of the outstanding tax due, a compound interest at 21% per annum, and foreiture of such assets”.
