2018 UTME Candidates To Register Under CCTV Cameras

The Joint Admissions and Matriculation Board (JAMB) has said that all candidates for the 2018 Unified Tertiary Examination (UTME) must register under the lenses of the CCTV Camera.
It also said the footage of registration processes of each candidate must be uploaded to the Board Headquarters.
This was part of fresh standardization rules, guidelines and registration processes issued to licensed operators of Computer Based Test (CBT) centres on Thursday.
According to the new rule contained in a statement by the Board’s registrar, Ishaq Oloyede, the fresh rules were necessary to eliminate fraudulent practices in the system ahead of the 2018 Unified Tertiary Matriculation Examination, UTME, examination.
CBT operators are now also required to ensure that as soon as candidates complete their registration, they should upload the handwritten forms of the candidates. This it said will make easy for whatever errors to be easily identified and traced.
Oloyede disclosed that there were errors in the registration exercise in the UTME 2017.
“This has led to many candidates requesting for one form of correction of data or the other,” he said.
In its effort to eliminate all forms of errors and also hold people responsible for negligence and mischief, the registrar said, “All candidates must register under the lenses of the CCTV Camera and the footage of which should be uploaded to the Board Headquarters. We have discussed with the telecommunication service providers the details of the required bandwidth and data for the operation.
“These measures are aimed at curtailing the need and demand for corrections. Thus, any centre that makes a mistake during the registration, as will be proven by the uploaded forms and CCTV footage, will be liable for such errors as they will not be paid for the total number of candidates they have committed such errors.
This measure has become necessary as it has come to the notice of the Board that some centres make deliberate mistakes in order to extort candidates.
“The process of scanning and uploading completed forms by candidates has to be done meticulously. The details of this process would also be explained later.
“In addition, scanning of passport photograph would not be accepted anymore. Rather real time capturing of candidates’ photo at the centre would now be the rule”, Oloyede said.
This is against previous practice where CBT centres operated under different capacities, with tendency for manual registration and distribution of candidates, prejudice and sharp practices by operators.
The board had announced the blacklisting of 72 of the 600 (CBT) centres used for the 2017 UTME across the country due to their alleged involvement in extortion and “organised examination malpractice” during the UTME.

NOUN Graduates Now Eligible For NYSC & Law School

The Senate has passed an amendment to the law establishing the National Open University, which will make graduates of the institution eligible for mobilisation by the National Youth Service Corps and to attend the Nigerian Law School.
The passage followed the adoption of a report by the Senate Committee on Tertiary Institutions and TETFund on the ‘Bill for An Act to Amend the National Open University Act Cap N6 LFN 1983 (Amendment) Bill 2017’ by the lawmakers at the plenary on Thursday.
In the report, the Senate panel stated that the amendment to the National Open University of Nigeria Act was to bring the institution at par with the regular universities in the country.
The report said, “The objectives of the bill are as follows: firstly, to amend the existing legislation with a view to removing the perception of the public about the university in respect of the word ‘correspondence,’ which gives the impression that the university is not a full-time university and, as such, seen as part-time.
“These two concepts – correspondence and part-time – significantly affect the way the public views the programs run by the university.
This has been the reason why the Law graduates of the school are not admitted into the Nigerian Law School as well as the reason for the non-inclusion of the graduates of the university into the National Youth Service Corps scheme.
“Secondly, to include lnformation and Communication Technology as another means of providing tuition towards the advancement of learning throughout Nigeria.
The National Open University, as currently run, depends critically on virtual learning and students’ individual research, hence, the need for improvement and introduction of helpful learning tools as presented by lCT. This will further deal with the challenge of limited access in the tertiary education sector.”

JAMB Announces Official Date For The Sale Of Direct Entry Form (See Date)

The Joint Admission and Matriculation Board (JAMB) will begin the sale of the 2017 Direct Entry forms and registration of foreign candidates on July 10.
JAMB’s Head of Public Relations Fabian Benjamin made this known in an interview with the News Agency of Nigeria (NAN) in Bwari, FCT.
Benjamin said the process of registration for the Direct Entry was spelt out in the just concluded Unified Tertiary Matriculation Examination (UTME).
He said that candidates for the Direct Entry were expected to have `Advanced Level, Diploma or its equivalent, while foreign candidates must possess proof of residency abroad.
“For the foreign candidates to be eligible to write examination in a foreign centre, you must have stayed in the foreign country for at least a minimum of six months.
“You must have attended school there, you must have had your secondary education there; you must show evidence of having stayed there for period of six months.
“If you have stayed in Nigeria and just fly to London to register, you are not eligible; you must have schooled or had your secondary education outside the country.
“Not that you just finished Senior Secondary Certificate Examination in 2016, and you are rushing to the United Kingdom to go and write your examination,” Benjamin said.
He noted that measures had been put in place to ensure that candidates who wrote the previous examination and failed were not registered in foreign countries, unless they meet the guideline.
Benjamin explained that the Direct Entry would be sold at the same price previously pegged at N5,000, adding that the Board was yet to fix the price for application for foreign candidates.
“We are discussing on that, we are looking at selling the forms at $100 (N31,525.00) for Africans and $150 (N47,287.50) for non-Africans,” he said.
He said that the JAMB Direct Entry was mainly for people who already possessed a diploma certificate and wished to do a programme in the university.
The announcement by JAMB followed preceded the release of a list of approved Computer-Based Tests centres for candidates’ registration.

JAMB Will Not Reschedule Exam For Late Comers – Oloyede

JAMB Registrar, Prof. Isihaq Oloyede, said this while reacting to complaints by candidates sitting for the mop-up examination at the board’s Computer-Based Centre (CBT) in Bwari, FCT.
Oloyede, who led some staff members on the supervision of the exercise, said the exam was a supplementary Unified Tertiary Matriculation Examination (UTME) being conducted in 170 centres across the country.
He said 85, 000 candidates slated for the mop-up exam were notified through text messages and warned those who came late that the board would not reschedule the exam.
“There is nothing you can do … we placed adverts in newspapers, sent e-mails and text messages and if you did not get it, it means that you were not invited for the exam.
“A bulk Short Message Service (SMS) was equally sent to your telephone numbers that you provided during the registration.
“We will not reschedule the exam for people who came late,” Oloyede said.
On complaints about system failure, Oloyede explained that the computers had been programmed to work under a specific time frame and urged candidates to engage the computers regularly to avoid disruption.
According to him, if a candidate sits down in the exam hall doing nothing, the computer is likely to shut down because there is a time frame for its usage.
“If you do not use it, it will go off. When you sit and you are not doing anything within that time frame, we also monitor from our system to ensure you that candidates are not cheating,”
NAN reports that the 85, 000 candidates of the 1.7 million enrolled for the 2017 UTME had registered late for the exam and also had some challenges with the exam.
The mop-up examination which held in two sessions lasted for two hours from 7.00 a.m. to 9.00 a.m.

See The 9 Federal University VCs Summoned By Senate For Increasing School Fees (Full List)

It has been announced that the Senate would summon Vice Chancellors of 38 Federal universities over increase in tuition fees.
This was revealed by the chairman, Senate Committee on Tertiary Institutions and TETFUND, Senator Barau Jibrin on Wednesday, June 28.
This was announced after a statement credited to the chairman of the Academic Staff of Universities (ASUU) of the University of Ibadan, Dr Deji Omole said that universities have increased their tuition fees over poor funding by the federal government.
Jibrin in a phone interview said the VCs would be invited, when the Senate resumes from Sallah break to explain why they increased the fees.
He also condemned the increase and said most of the Universities in the country are not properly managing their Internally Generated Revenue (IGR) including tuition fees.
He said: “There are abuses of IGR in almost all the Universities. Our preliminary investigations have shown that there is general abuse of IGR in our universities. We have beamed our searchlight on it. We will ensure proper utilisation of the IGR including tuition fees.”
Below is a list of some of the universities whose VCs are invited:
1. University of Lagos (UNILAG)
2. Ahmadu Bello University (ABU)
3. University of Nigeria (UNN)
4. Obafemi Awolowo University (OAU)
5. Bayero University Kano (BUK)
6. University of Abuja

We Will Resist Increase In Tuition Fees Of Tertiary Institutions – NANS

The National Association of Nigerian Students (NANS) on Wednesday vowed to resist plans by some tertiary institutions to increase tuition fees.
It said that such an action would be met with “maximum resistance”.
This was contained in press statement signed by NANS National President, Comrade Chinonso Obasi, made available to journalists in Jos.
It reads, “NANS received the report that about 38 tertiary institutions have concluded plans to jack up tuition fees in their institutions with utter pain and disgust, because over the years Nigerian students have been made to bear the brunt of poverty ideas and administrative ineptitude of managers and chief executives of tertiary institutions.
“In a saner climes, education funding include revenue from researches and consultative collaborations.”
“Implementation of UNESCO strategies, particularly commercializing research findings should occupy Nigeria educational institutions rather than constant hike in tuition fees payable by helpless students”, the statement advised.
The statement added that NANS believed that the planned hike in tuition fees would be the last straw that would “break the cycle of obnoxious levy on learning and pursuit of education.
“We regret to note that the President Muhammadu Buhari administration has not done much to justify the confidence of Nigerian students within the two years of the All Progressives Congress (APC) in power.
“This oversight becomes very painful despite the positive contributions of Nigerian students to the success of the administration’s key policies and programmes, such as, the fight against corruption, maintenance of peace and unity of the country, as well as campaign for local government autonomy.”
The statement further reads, “NANS feels that Nigerian students do not merit such harsh punishment as fee increases, which would further limit the capacity of the students to dream of a better future.
“Consequently the National President, Comrade Chinonso Obasi, in concert with the national executive of NANS wish to serve notice to the authorities concerned that Nigerian students will never endure any increase in tuition at this time of the nation’s socio-economic challenges.
“If administrators of Nigeria’s educational institutions have run out of ideas of funding education in the country, they should feel free to liaise with students to explore new ways of funding, instead of the usual resort to internal revenue generation through increased tuition fees”, the statement further advised.
The students body said it was ready to dialogue with chief executives of tertiary institutions.
“However, NANS wishes to reiterate the fact that Nigerian students have been patient with PMB administration and our patience has reached the elastic limit.
“President Buhari should recognize that it is time to reward the understanding and cooperation of Nigerian students with education subsidy, proper funding of education and adequate welfare initiatives for students and resisting the temptation to increase tuition fee.
“NANS wishes to inform Nigerians that any attempt by this administration to increase tuition fee in our tertiary institutions, will leave Nigerian students with no other option than passing a vote of no confidence on the APC led Federal Government.
“We therefore call on all well-meaning individuals and stakeholders of education to hasten and find lasting solutions to the deplorable attitude towards education in the country and put smiles on the faces of the most marginalized group of Nigerians, the students”, the statement stressed.

JAMB Postpones UTME 2017 Exams, Extends Registration Date

The Joint Admission and Registration Board (JAMB) has extended the registration date for the 2017 Unified Tertiary Matriculation Examinations (UTME).
The board extended the deadline for sale of forms and registration for the exams from the earlier announced April 19 to May 5.
Consequently, the exam body also postponed the 2017 UMTE from May 13 to May 20.
The Mock Examination earlier slated for Saturday, had earlier been put on hold.
The Board said the postponement of the mock was due to failure from its technical partners.
The Registrar of the Board, Is-haq Oloyede, who disclosed this in a statement on Saturday, also apologised to candidates for the sudden changes.
He said: “We could not go on with the Mock Examination and hereby announce extension of registration exercise of the 2017 UTME.
“Instead of the earlier announced April 19, the deadline for the sale of forms and registration will now extend to Friday, May 5, 2017. Consequently, the 2017 UTME has also been postponed to start on Saturday, May 13 – 20, 2017.
“The Mock Examination earlier slated for Saturday, April 8, 2017 has been put on hold.
“This is because the appropriate rehearsal and test-running of the new system has been substantially achieved.
“The plan was to trial-test the readiness of our facilities and address the challenges that may likely confront the main examination.
“At this moment, we have realized that the plan to hold this Mock Examination was good for us. We are now in a better position to achieve better than we would have done without this trial testing. This is why the exercise is at no cost to the candidates.
“It is our strong conviction that this exercise is an experience for us. Our systems analysis has revealed interesting findings that will engender a seamless and successful 2017 UTME exercise.”
JAMB’s spokesperson, Fabian Benjamin, who confirmed the statement to PREMIUM TIMES in phone chat, said the Board had on Friday said it would make changes on the exam process if need be.
The House of Representatives had on April 4 asked JAMB to extend the registration exercise by at least one month to allow more people to apply.

It reads in full: “It is our commitment as a responsive and responsible body to ensure that no willing candidate is left out and if there is a need to extend the registration deadline, the needful will be done.
“Meanwhile, Saturday April 8th, 2017 has been set aside for the Mock UTME.
To seamlessly achieve this, the Board has SUSPENDED all activities relating to the registration exercise in ANY CBT centre from 8pm today being Friday 7thof April, 2017 and to resume on Monday 10th of April, 2017.
“This is to notify the candidates and the concerned stakeholders that there will be no sale of forms, registration and bio-metric capturing at the various centres in which the Mock Examinations are taking place.
‘This however does not preclude any candidate from going to Banks, NIPOST, interswitch or Remita to procure pins for registration on Monday. This is to prevent any disruption of the process and conduct of the mock examination.
“The Mock Examinations for interested candidates taking place Saturday 8thApril, 2017 is intended to familiarise our candidates with the CBT systems and generally forecast the challenges that may be faced ahead in order to proactively address them.
“It is just a rehearsal for us and candidates who want to experience the situation to expect during the actual examinations.
Therefore, the sale of forms, registration and bio-metrics at CBT Centres are to be suspended from 8:00 p.m. today till Monday, April 10, 2017. This notice is for the strict adherence of our officers and partners throughout the Federation.
“While wishing the candidates and officials participating in the examination a successful mock exercise, we once again re-assure the candidates that there is no need for worry or anxiety.
“The next one week we believe is sufficient to capture the remaining candidates as about 1,000,000 applicants have successful registered.
“However, as stated earlier, no one will be left behind as the deadline may be extended if there are applicants who do not succeed at registering due to circumstances beyond their control.
“The Board sincerely regrets all inconveniences and state its resolved to work tirelessly to change the fortune of education in Nigerian”.
